Who do I report to about a shelter that is burning animals alive.?

My daughter took her cat to a Vet today and was telling the Vet about a place she took her cat to to get treated and the cat came home worse than she was when she went. The Vet told her that this place burns animals alive rather than putting them down first then cremating them. I want to report them and shut them down for good.
